APPLETON, Wis–The Appleton School District reports much higher incidents of student seclusion and restraint for the last school year than other area districts. The state Department of Public Instruction reports 420 such incidents in Appleton last year–with the vast majority taking place in elementary schools.

Among other districts in our area, Oshkosh reported 248-incidents of seclusion or restraint. Kaukauna had 139. Kimberly reported 76. Neenah had 74–while Menasha reported 37.
